Historic Miramar Drainage Project
The Historic Miramar Drainage Infrastructure Improvements Project is aimed at upgrading and improving the existing drainage infrastructure in the Historic Miramar, to alleviate flooding, and supports the City’s goal of enhancing the level of service for residents within the service area.
The noted problem in most locations include non-existent drainage infrastructure such as catch basins, pipes and exfiltration systems. Although most rights-of-ways have a swale system, majority of these swales, over time, have been filled in with silt or landscape material making them ineffective.
The Project is programmed in six (6) phases of which 1 to 3 have been completed and the construction of phase 4 is scheduled to begin in December 2022.
The scope of work includes, but is not limited to:
- Providing all labor, materials, machinery, tools, equipment and incidentals, as necessary for the construction of the various improvements within the Historic Miramar Infrastructure Improvements Project - Phase IV.
- The installation of exfiltration trench, storm sewer piping, storm structures, selected driveway apron replacement, sections of sidewalk replacement, sectional milling and resurfacing, water and sanitary sewer deflections, watermain construction, pervious pavement, pavement patching, pavement marking, swale reconstruction, irrigation system repair, sod restoration, coordination with existing utilities, and additional right-of-way restoration.
- Work will also include systematic replacement of existing asbestos pipes with PVC pipes to update the water system as an incidental activity to the drainage works.
- Construction management services to include public relations outreach, and inspection during construction will be provided.
The following highlights major improvements the City has undertaken, aimed at improving drainage within Historic Miramar:
- Phase I - (Bounded by Countyline Road, State Road 7/US441, SW 64 Avenue and SW 25 Street) included the construction of underground utilities (stormwater, sewer, water) and roadway resurfacing. This project was completed in 2007 at a cost of $10 million.
- Phase II - (Bounded by SW 25 Street, State Road 7/US441, SW 64 Avenue and Pembroke Road) included the construction of sewer, drainage system and roadway resurfacing. The project was completed in June 2010 at a cost of $700,000. The sewer system was certified by Broward County and work on the sewer service connections was completed in late 2013.
- Phase III - (Bounded by SW 25 Street, SW 64 Avenue, Pembroke Road, and the Florida Turnpike) included the construction of drainage pipes, exfiltration system, and structures. The project commenced in January 2017 and was completed in 2020 at a cost of $8.7 million.
- Phase IV - (Bounded by County Line Road, SW 64 Avenue, Miramar Parkway, and the Florida Turnpike) includes the construction of drainage pipes, exfiltration system, structures, and swale regrading. Several outfalls will also be replaced as part of the project. The project is currently under construction which commenced in November 2022 and anticipated to be completed in 2024. The construction cost is approximately $14 million.
- Phase V - (Bounded by Miramar Parkway, SW 64 Avenue, SW 25 Street, and the Florida Turnpike) will include the construction of drainage pipes, exfiltration system, structures and swale regrading. The project is anticipated to enter the design phase in Fiscal Year 2024 and construction cost is anticipated at approximately $12 million.
- Phase VI - (Bounded by the Florida Turnpike, Pembroke Road, University Drive and County Line Road) will include the construction of drainage pipes, exfiltration system, structures and swale regrading. Design of this project is anticipated to commence in 2027.
Project Funding Sources
The City will and continues to explore various funding sources, including grants and loans for the project. Phase IV of the project is funded as follows:
- State Revolving Fund (“SRF”) loan = $11.95 million
- Florida Department of Environmental Protection (“FDEP”) State Appropriation/Grant = $250,000
- FDEP Swale Regrading Grant = $75,000
- Utility Enterprise Fund appropriation = $3 million
- Stormwater Management Fund appropriation = $1 million
Minor Citywide Drainage Improvements
In accordance with South Florida Water Management District (“SFWMD”) stormwater system design standards, swales are designed whereby runoff from a rain event percolates within 72 hours. If the water in your swales does not percolate within the specified time frame, that is when the system is not working.
The Public Works (“PW”) Department, over the years, has completed minor drainage improvements on an “as-needed” basis utilizing the services of a contractor. These improvements are generally at locations where water has been noted to pond, following rain events.

- Acapulco Drive between Pembroke Road and Tropicana Street - In house
- SW 26 Stret between 6100 SW 26 Street to 105feet north of 6033 SW 26 Street - In house
- Monarch Lakes Park outfall pipe connection – In house
- Replacement of outfall pipes at 3901-3841 SW 67 Terrace
- Minor re-grading at Island Drive
- Regrading of swale at Meridian Drive between Jamaica Drive and Oleander Drive
- Douglas Road between Fogg Road and Miramar Blvd
- SW 21 Street between SW 62 Avenue and SW 61 Avenue
- Regrading of swale at SW 36 Street and SW 68 Terrace
- Regrading of swale at Atlantic Drive
- Drainage installation at SW 69 Way and SW 30 street
- Drainage installation at SW 23 Street and SW 62 Terrace
- Regrading of swale at Utopia Drive and Ramona Street
