East Miramar Fire Hydrant Lines and Improvements

Upgrade aged and under-sized water mains and install new fire hydrants in Historic Miramar to increase capacity and improve fire safety. Area bounded by Pembroke Road to the north, Tarpon Drive and Utopia Drive to the west, Embassy Boulevard and SW 36th Street to the south and SW 68th Avenue to the east.

February 2020 - Project is complete.

January 2020 - Final Payment has been released. Punch list items submitted by Broward County on the pavement markings will be addressed by the contractor under the warranty and scheduled to be completed by March 2020.

December 2019 - Project has been completed. Closeout documents are still pending.

November 2019 - The City is still waiting on the CES Consultants to provide the documentations to close the project. An Email was sent to the Consultant on 11/12/19 addressing the issue. The Contractor claimed submitted all the documentations to CES and now is waiting for the release of final payment.

October 2019 - The City has sent a letter to the consultants and the contractor addressing the delay in getting all the documentation to close the project. The delay according to the Contractor is due to getting the final as-built completed by his surveyor. Contractor proposed to get the project closed by the end of October

September 2019 - Physical Accomplishment to Date is listed as follow: Water Main Installation – 91%, Installation of Gravity and Sewer Force main – 94%, Installation of Drainage System – 82%, Concrete Valley Gutter – 53%, Pavement Restoration – 47%, Lift Station Construction – 20%

Complaints - Total no. of complaints received to date – 348, Total no. of complaints resolved to date – 216 (62% of complaints now resolved or closed), Total no. of complaints unresolved to date – 132 (38% are in the process of being resolved)

August 2019 - Settlement to V-Engineering claim has been reached and paid for. This is related to construction delay claims by the Contractor and liquidated damages by the City. Contractor complete remaining punch list items before the project closeout and all retainage payments released.

July 2019 - Proposed settlement is being reviewed by the City legal. CES is compiling closeout documents to submit to Broward County.

June 2019 - Draft settlement agreement between the Contractor and the City is in progress. The City wants the Contractor to be responsible for all punch list items except for sod.

May 2019 - Final inspection has been requested by the contractor to close punch list items generated during walkthrough. Inspection has been schedule to start on 5/6/2019. Merits to claim submitted by the contractor has been reviewed by the City Attorney.

April 2019 - The contractor continued working on punch list generated during walkthrough. Walkthrough inspection has been conducted for the entire project. Project final completion pending that all puch list items have been addressed.

March 2019 - The contractor has completed all asphalt installation. Thermoplastic installation is pending asphalt 30 days curing time. The consultant together with the City inspector has been conducted final inspection and signed off on punch list generated during prior walkthrough. The contractor is currently addresing restoration on the the first half of the project for final approval. The HDD line crossing Miramar Pkwy has been certified. The contractor has proposed to reach final completion by the end of March 2019

February 2019 - The contractor continued addressing the punch list items generated during final walkthrough. The contractor has proposed to conduct the following activities this week to complete the work on Arcadia which include pressure test the HDD line, disinfecting, and paving. Contractor has submitted all the documents supporting claim for delaying the project. Documents were also submitted to CES for review. Additional work pending completion includes the installation of asphalt for all the side streets located east of Sunshine Blvd and restoration. Partial punch list have submitted by the contractor for final inspection. The contractor has been deemed in Substantial Completion as of 10/31/18. Construction to date is up to 98% completed.

January 2019 - The contractor has completed the directional boring process to install the water main crossing at Arcadia Drive under Miramar Parkway. The one-day installation process involved the drilling and pulling of the 160 linear feet of HDD line to a depth of about 17 feet. Pending items to complete this installation include tie-in of the main at both ends, flushing, and pressure testing. The contractor continued addressing items on punch list generated for all the streets that have been completed, paved, and restored, which is estimated at about 70% of the project. The work pending to be completed includes one tie-in on Embassy Boulevard for which the contractor is waiting on parts; a cut and cap at SW 67th Avenue and Miramar Parkway, and paving of all the side streets located east of Sunshine Boulevard including Embassy Boulevard and Arcadia south of the Parkway. The contractor has been deemed in Substantial Completion as of 10/31/18. Contractor expects final completion by January 31,2019.

December 2018 - Miramar Parkway Crossing: A pre-construction meeting was held on site on 11/19/18 with Broward County, the contractor and the Engineer of record to discuss the directional bore process to install the water main crossing Miramar Parkway on Arcadia Drive. The issues involving restoration, MOT, and paving were discussed. HDD is scheduled for the week of December 3, and will take approximately 3-4 days. The contractor continued addressing items on punch list generated for all the streets that have been completed, paved, and restored, which is estimated at about 70 % of the project. Two additional streets Arcadia and Alcazar have been paved. The remaining streets pending to be paved include all sides streets east of Sunshine Blvd and Embassy Blvd. The EOR and City will resume the walkthrough process once all remaining streets have been completely paved and striping installed. The contractor has been deemed in Substantial Completion as of 10/31/18. Next project progress meeting scheduled for December 4, 2018.

November 2018 - The contractor completed the water service transfer on all side streets east of Sunshine Boulevard and the contractor has cut and abandoned all of the existing water mains. Water service transfer has also been completed along Embassy Boulevard. Walkthroughs have been conducted on all the streets that have been completed, paved and restored, which is estimated to be 70% of the project. A Punch List has been generated and submitted to the contractor. The work pending to be completed includes the directional bore crossing at Miramar Parkway on Arcadia, for which the Contractor now has the requisite Broward County permit(s), bacterial clearance, and the two water service connections on Arcadia on the south side of the Parkway; one cut and cap at Ramona and Oleander; one tapping sleeve; paving, striping and restoration of the remaining streets; walkthrough and development of punch list items for these streets, and completion of the punch list items. Contractor has been deemed in Substantial Completion as of 10/31/18.

October 2018 - Certification has been issued for Arcadia Drive, the segment north of Miramar Parkway, and SW 23rd Street, SW 24th Court, SW 25th Street, SW 28th Street and SW 30th Street. The Contractor is currently working on service transition along those streets after completing all proposed tie-ins. The contractor has located and repaired the water main leak on Embassy Boulevard. BACTEE sampling has been completed with all passing samples. Submittal for DOH certification is pending completion of As-builts. The construction permit application for the directional boring under Miramar Parkway at Arcadia Drive has been submitted by the Contractor to Broward County (BC) the week of August 13, 2018; Broward County has twice requested additional proof of Performance & Payment Bond endorsement for BC due to use of a discontinued form. The Contractor submitted another endorsement that is on an acceptable form, but BC attorneys requested one word revised from "Obligee" to Obligees" before issuing permit; response is pending. Two Cut and Caps (abandonment of existing water mains) are outstanding for Ramona Street and Oleander Drive due to problems that City staff encountered with isolating the existing systems (existing valves would not close and shut down flow). The City will fund installation of a line-stop assembly by another Contractor via a “piggyback” contract on Oleander Drive and Miramar Parkway; Contractors are coordinating this work. City staff was able to isolate Ramona Street and is coordinating with the Contractor to schedule a shut down along Ramona Street to support the Cut and Cap task; residents will be notified via door hangers of time and date of temporary shut-down. Paving has been completed on all streets affected by the project. Thermoplastic striping installation is in progress on most of the streets already paved.
