Hello Neighbors,
The heart of our city beats strong because, of you. Our diversity, resilience, and unity make us who we are. 'The City of Beauty and Progress.' I have seen our city flourish over the years, and I have been, so honored to serve as your city of Miramar Commissioner. I am happy to report that, the State of the City of Miramar is strong.
In September we approved a balanced city budget of 300 million dollars. Miramar is a safe city; our police and fire departments are among the best in the State of Florida. Our Water quality, that we produce, is so good, that we have bottled it. Miramar is a sustainable city, with outstanding infrastructure. Despite heavy rains, our infrastructure work has reduced flooding in many areas.
I am honored to represent Miramar on the Broward MPO board, a transportation planning agency. Through collaboration, commitment, and advocacy, we've secured funding for transportation and roadway im- improvement projects for our cherished city of Miramar. These projects are improving the quality of life for our residents from East Miramar where we have built
New Sidewalks, pedestrian lighting, bike lanes, infrastructure, and roadway and safety improvements to University Drive, where a project to build a pedestrian cross- ing bridge to improve mobility, is on the way. In West Miramar, where we built new bike lanes, sidewalk and roadway improvements, as well as a roundabout to improve traffic flow.
It was humbling, to be recognized with the "Complete Streets Champion Award" at the 2023, Safe Streets Summit. This award is a recognition of the City's commitment and dedication to improving our streets, for vehicles, bi-cyclists, and pedestrians. A recognition we can all be proud of.
There is still more work to be done. In the spirit of unity and progress, let's continue to work together to safeguard Miramar's place in history as the best place to live work, and play.
Together, we will ensure that Miramar remains.

Metropolitan Planning Organization (MPO)
The Broward MPO is responsible for transportation planning and funding allocation in urbanized Broward County. The Broward MPO works with the public, planning organizations, government agencies, elected officials, and community groups to develop transportation plans.
Commissioner Colbourne represents District 5 and is currently the Chair. She was awarded the “Complete Streets Champion Award” during the 2023 Safe Streets Summit, for being an exceptional leader and catalyst in advancing Complete Streets in Broward County.
City of Miramar Projects
Commissioner Colbourne has been instrumental in securing millions of dollars in funding for Transportation, Mobility and Complete Streets Projects in Miramar, including:
- University Drive Mobility Improvements (Bike Lanes, Sidewalks, Lighting, Bus Shelters and a pedestrian bridge across canal)
- Dykes Road Mobility Improvements (Bike Lanes, road rehabilitation and resurface)
- SW 64 Avenue (Sidewalks, drainage and road rehabilitation and resurface)
- Historic Miramar Complete Streets between SR-7 and SW 62 Avenue (Sidewalks, pedestrian lighting, and bus shelters along SR-7)
- Miramar Parkway Streetscape between SW 64 Avenue and SW 68 Avenue
- Miramar Parkway Bike Lanes between SW 172 Avenue and SW 184 Avenue
- SW 184 Avenue shared use path between Bass Creek road and Miramar Parkway
- Roundabout at Bass Creek road and SW 148 Avenue
Future Projects Include
- Utopia Drive Linear Park – Rehabilitation of asphalt walkway
- Sherman Circle mobility improvements – Construct 10’ shared use path and pedestrian lighting
- Countyline Road between Red Road and Flamingo Road – Construct 10’ shared use path and pedestrian lighting
- SW 148 Avenue between Bass Creek Road and SW 27 Street – Construct 10’ shared use path and sidewalks
- Miramar Parkway between Commerce Parkway and Douglas Road – Construct 10’ shared use path, bike lanes and ADA intersection improvement
- Historic Miramar Sidwalk Improvements between SR-7 and SW 62 Avenue – New sidewalks
- AC Perry School Sidewalk improvements – Construct new sidewalks in the vicinity of the school

Women in Municipal Government (WIMG)
Greetings WIMG Members!
I am proud to report on our successful 2024 NLC WIMG Summer Conference that took place last month in South Florida. Much care and effort went into planning this event, and it paid off!
The City of Miramar rolled out the red carpet for 100 WIMG members. This event brought together women in local government to learn about local policy issues, discuss federal advocacy concerns, expand their networks with female elected officials and explore creative solutions to challenges experienced in their communities. Over three days, attendees participated in engaging sessions, leadership-building activities, mobile city tours, and invaluable discussions on topics unique to their roles as women in local government. These included addressing domestic violence, youth empowerment and the pipeline for future women leaders, housing access, and resources for families and older residents.
Highlights of the event included inspiring speakers such as Carmen Ortiz-McGhee, Chief Operating Officer of the National Association of Investment Companies, Wendy Doyle, Chief Executive Officer of United WE, and Burnadette Norris-Weeks, Founder and Chair of the Women of Color Empowerment Institute. U.S. Representative Debbie Wasserman Schultz delivered a video greeting, and Linda Parker, Ph.D., President and CEO of Women in Distress, shared valuable insights. Major Ty Shaw-Williams from the Miramar Police Department, Katherine Randall, Chief Housing Administrator for the City of Miramar, FL, Maria Hernandez, LCSW, Community Impact and Chief Program Officer for the United Way of Broward County, and Jasmine Baldwin, CEO of the Florida Community Development Corporation, also contributed their expertise.

Onward to NLC City Summit! The WIMG Board and membership will meet on Wednesday, November 13, at 11:00am and our WIMG luncheon is scheduled for Friday, November 15, from 11:00am to 1:00pm ET.
